Horatio is a reserved but brave midshipman (and later lieutenant) onboard the HMS Indefatigable during the hostilities with France that began when Louis XVI was executed in 1793. He is characterized by the priority he places on duty, morality, and loyalty to both his men and his commanding officer. He's known for being awkward and a little too serious, but is overall well-liked by the men of his division after his first few weeks on the Indy.
Horatio Hornblower is an introverted, emotionally reserved young man whose actions are driven by loyalty, a desire to do what is 'honorable', and a firm sense of right and wrong. Although he's rather awkward in casual social interactions, he's a good leader able to put his foot down as well as maintain a front of confidence even when he himself is hinging on a breakdown. Horatio deeply cares about the men under his command and goes to great lengths when they are endangered or wounded; he feels that he is responsible for any misdoings that occur in his division and typically takes the blame himself instead of telling the truth.
Perhaps what is most remarkable about the man is his sense of duty to those who need help. On numerous occasions he has risked his own life to protect others when nobody else would, one of those incidents being the rescue of enemy sailors on a capsized ship in a storm so violent that the Spanish themselves would not venture out in it. Even when Jack Simpson, his tormenter from his days on the HMS Justinian and the man who would later attempt to murder himself and Archie, was in danger of drowning and hypothermia, he allowed him onto the lifeboat with the rest of the shipwreck's survivors -- although Horatio was conflicted about the decision, his conscience wouldn't allow him to do anything else. Horatio is also distinguished by his capacity for feats of great bravery. They are usually fueled by his inability to stand by when he sees others in peril or witnesses something he finds morally wrong, although a feeling of duty is sometimes also the driving factor. Where the latter case is concerned, it usually involves Horatio's intense fear of heights, which he unfortunately has to voluntarily face semi-frequently given the requirements of his occupation. He is intelligent, resourceful, and pragmatic, preferring to thoroughly think through the logistics of plans and their possible repercussions before choosing a course of action. However, this also makes him prone to panicking about small details, a tendency which is most pronounced in social situations. As one would expect, Horatio excels in mathematics (as well as card games that allow him to use that skill) and navigation; on the other hand, he usually misses sarcasm, especially if he's preoccupied by anxiety. He has a pattern of seeking paternal figures, mostly due to his own father's withdrawn nature. At the moment, Captain Pellew meets that need, and Horatio is more attached to him than to Dr. Hornblower. He doesn't want to disappoint the man and any praise coming from Pellew has a great deal of value to him. Horatio is aware by now that he himself is exclusively attracted to men, and while he isn't overtly religious, he does have some degree of 18th-century Anglican guilt. He sees his own sexuality as unnatural and something to be ashamed of, and has pretty much resigned himself to the idea that at some point he will marry a woman he neither loves nor finds attractive simply because he 'must'. He'd pretty much come to peace with this before being stationed onboard the Justinian and meeting Archie; at present he's struggling to come to terms with the reality of the world he lives in. If he's in close proximity with women he knows have an interest in him romantically he finds it difficult to subvert their advances and typically feels pressured into pretending to reciprocate because he doesn't really know how to gracefully extract himself from the situation.

By the time he's freed from El Ferrol (S01E03) it's evolved into love, although he wishes that wasn't the case.
